Oldroyd?
Yes, Eva! Kudos - this was a tough one. It is a photo of a young Osborn Oldroyd. I think this photo is unusual in that most books carry photos of Oldroyd in old age. He caused Robert Lincoln some grief when he was renting the Lincoln Home, and Robert called him a rascal.

I believe that is Dr. Mary Walker -- what a character!

She was a favorite topic of our friend Herb Swingle. We haven't heard from him in quite a while. Hope all is okay.

Lord Palmerston, the British Prime Minister during the (American) Civil War.
Yes, Roger ... its a politician. Sorry, I've only just got up (5 am) on Sunday. (Still jet-lagged from overseas trip.) You had a wild guess at John O'Hara Burke the Irish man who with William John Wills died during a tragic attempt to cross the Australian continent in 1861. I see now that there was an Irish connection to the correct answer.

And (drum roll) yes, Steve. Its none other than that pompous old Palmerston. Viscount Palmerston actually but,yes, addressed in speech as 'Lord Palmerston' born Henry John Temple.

He almost declared war on the USA over the Trent Affair.

Hint #1: This man has been mentioned previously on the forum. The photo is when he was older and is not the photo often used in books.
