I think there's at least some resemblance to Samuel J. Seymour, so I'll guess him.

Hint #1: This gentleman was personally acquainted with the Lincolns.

Hint #2: The photo was taken in 1943. The gentleman was 89 yrs of age at that time.

Hint #3: I discovered the photo in a book I just bought at the conference.
