The scan of Reverdy Johnson's handwriting came from an old Lincoln Lore dated November, 1964. The "My Dear C" was John Cresswell.

Good try Roger. Maybe this will help.

Hint #1 He was a politician and a Republican.
Although I'm petty sure it's not him: Schuyler Colfax?
A really wild guess; Senator Harlan of Iowa, Robert Lincoln's eventual father-in-law.
Eva and Rogerm- good tries but he is neither.
