What is the name of the person who noted the following about President Lincoln?

"This man’s appearance, his pedigree, his low coarse jokes and anecdotes, his vulgar similes, his frivolity, are a disgrace to the seat he holds."

While it sounds like something Stanton might have said, I don't think that's the answer. To me, it smacks of something a southerner would have said. Wild guess, but Jefferson Davis?
