Another thread discusses "Lincoln Borne By Loving Hands", which was painted by Carl Bersch. He also painted this gentleman. Who is he?

A brilliant guess, Roger, but, sorry, not correct.

Hint #1: Bersch painted this in 1860.

Hint #2: He was a nobleman.
Hint 3: His achievements include unification and welfare.
Hint #4: Amongst others, a US state capital and a pickled herring bear his name.
