Here is an image taken in 2023 of a statue receiving a garland. It is a yearly tradition that will be repeated in a few weeks. Without googling, can anyone tell me who this statue depicts and where it is located?

Dave, is the person an American?

Yes, the statue is of an American.
Wild guess:
James Garfield
Mentor, Ohio

While the statue does bear a resemblance to President Garfield, it is not him.

Hint #1: The statue depicts a figure in the Lincoln assassination story, but a relatively minor one. This person has only been mentioned here on the forum four times before.
Can you say if he was Union or Confederate?

The Union forever, hurrah! boys, hurrah!
Based on your clues, my next guess (although still pretty random):

One of the bearded Assassination trial Commissioners, James Ekin.
Where it would be located I would have no idea. And why he would have a statue I also don't know...Smile

That is incorrect, but you are narrowing it down, Scott. This individual was a commissioner, but not one that tried the conspirators.

Based on that, how about one of the original commissioners who was dismissed; Cyrus Comstock.

If it's him, I'd have to think a little more about where a statue would be...

Good lateral thinking, Scott. I am a stickler for details like that. But it is not the dismissed commissioner Cyrus Comstock (nor Horace Porter, for that matter). This man was not involved in the trial of the conspirators but was a commissioner in a different way.

I don't know about the other clues, or if this was intended to be a clue but I'll guess George Frederic Root, songwriter of " The Battle Cry of Freedom"

Sorry, Gene. It is not George Root. I was only singing the song in answer to Roger's question asking if the person was Union or Confederate.

Hint #2: Here's another view of the statue in case it helps:

But, truthfully, I didn't have to go with this one. This person has numerous statues:
