Here is an image taken in 2023 of a statue receiving a garland. It is a yearly tradition that will be repeated in a few weeks. Without googling, can anyone tell me who this statue depicts and where it is located?

While the statue does bear a resemblance to President Garfield, it is not him.

Hint #1: The statue depicts a figure in the Lincoln assassination story, but a relatively minor one. This person has only been mentioned here on the forum four times before.

Where it would be located I would have no idea. And why he would have a statue I also don't know...

That is incorrect, but you are narrowing it down, Scott. This individual was a commissioner, but not one that tried the conspirators.

Based on that, how about one of the original commissioners who was dismissed; Cyrus Comstock.

Good lateral thinking, Scott. I am a stickler for details like that. But it is not the dismissed commissioner Cyrus Comstock (nor Horace Porter, for that matter). This man was not involved in the trial of the conspirators but was a commissioner in a different way.
