This is what Lincoln had to saw about the author of our mystery quote -

Henry W Davis was the other half to the famous Wade - Davis bill. Every Republican in the Senate and all but six Republicans in the House had voted for the Wade - Davis bill. The bill was to take the process of reconstruction out of the Presidents hands. Only Lincoln's pocket veto kept the reconstruction process under the control of the executive branch.
Wade and Davis were really, really annoyed. Really. Interestingly enough, seven month later, when Congress had the chance, they failed to adopt any reconstruction legislation. The approaching end of the congressional session left the reconstruction entirely in Lincoln's hands. Hence, the Davis quote. (Most of this info from "Lincoln" by David Donald)
