I know there are longstanding rumors that Ronald Reagan may have been suffering from Alzheimer’s while still in office, so I will agree with Michael and say Reagan.

Again, I think the logical answer would have been Reagan after his health issues. However, once again, Steve is correct (and I think we should ban him from the trivia questions! LOL). It was Mr. Clinton who lost the codes, and every time a Pentagon inspector came to inspect, Billy Boy was in a convenient, private meeting. The codes were never found -- wonder who nabbed them, Hillary or Monica?
