Old gov't office buildings (like War Dept.)?

Ok, I am way off topic, but it looks like a side view of Independence Hall.
I'll give another hint.
Hint #5: This was privately owned by a person (don't know if still).

Hint #6: This hotel is known for one single incident.
The hotel Booth stayed in in Montreal?
I'm stumped because this building does not look all that old to me. Was it really around in the Lincoln era? Those 8 over 8 window panes are unique to me. 6 over 6 was more prevalent in the 1800s, and later renovations of buildings favored 4 over 4.

Given the "brooding" clue leads me to believe that the building had a gloomy or sinister purpose?
The Marshall House Hotel on King St. in Alexandria, Virginia. Site of the Civil War's first combat death.
