Joe, Heritage Auctions does a great job researching its sale items. The wording seems to indicate that the version with the pictures "tipped" in is the 4th version. So possibly the War Dept. began distributing the posters prior to receiving photos.

Sounds like it, Rich. Maybe the posters were printed with the anticipation of including the photos, but in haste, some were distributed before photos could be reproduced in sufficient quantity to include them.
