I'm having a problem that won't go away. Imagining Bob Newhart doing a sketch where the Lincoln cabinet has been told by Seward that he wants to pay a large fortune to the Russians for some dirt, rocks and snow.

Correct! The purchase was made in March 1867, but the formal transfer and raising of the U.S. flag did not occur until October 18th. Alaska Day is a state holiday in Alaska, which will be observed tomorrow.
