No, Roger. It does though involve Lincoln being delayed on the James River .

Are you thinking of Capt. William S. Walker of the Brooklyn? I can't find any more biographical information about him besides his mission to Ft. Sumter and Ft. Pickens before the war, and that the Buchanan administration barred him from unloading any reinforcements to Ft. Pickens unless the fort was attacked.

No Steve. It was the Lincoln/Seward administration. ... it was to be an "army affair" ... a ship was obviously involved .... so Welles was a little annoyed, especially since he had another expedition in mind to another well known fort.

The person we are seeking praised Capt Adams and was later with him on the James River with Lincoln.
