Sorry for delay - another smart guess, Roger, but not she.
Hint #3: It was the wife of someone "we" know from prior to the assassination. The lady however had a special appearance in the "aftermath" of the assassination.

Brilliant, Roger - well deserved victory. She was the widow of Stephen Douglas and went to see Johnson on Mary Surratt's behalf to no avail.

Ok, Eva. I have no specific idea ... but I'd guess that photo was taken about 1930-1940 (based on his clothing and ... well, the photo style itself) and he is aged about 45 -50. So born maybe 1880 - 1885. ?
Based on stance and confident look ... but not a politician's "cockiness" ... serious ... an academic (author or scientist) thats used to doing presentations. Whats that in the foreground ... maybe a document?

I'd guess that his main claim to fame would have occurred in ... 1920'ish

Mick - you are on the right track. I couldn't find (out) when exactly the photo was taken but your time frame overall is quite close to "reality".

(And yes - no politician but someone used to do presentations and writing.
