I wonder if Vigilance Committees were the forerunner of "Neighborhood Watch"?
Notice the last sentence of the handbill? "This handbill is not to be posted in any public place, but is to be privately circulated into every household." 
So when is this "Old Enough To Know Better" supposed to kick in? |
