All I can think of to say is that I believe Professor Morgenthau was confused on state versus federal elections. As far as I know, Lincoln served four terms in the Illinois state legislature, and then he never ran again for that position.

You may be right cause I have to say, I haven't read this elsewhere than in his essay...
