That must have been quite an artifact to see, Jim. OK boys and girls,let's not go there. The person who committed the vandalism obviously has some problems, mental or otherwise. Hopefully she will be prosecuted, punished - based somewhat on her mental state, then deported.
"Minor vandalism" is relative. Nothing was destroyed, the damage can be repaired, this time. Restitution, should be made, if possible. Fines and punishment needs to be administered swiftly to discourage future incidents. If she can't make restitution, bill her home country embassy. (deduct double the repair expense from the foreign aid we give them) So when is this "Old Enough To Know Better" supposed to kick in? |

I cannot say whether the person is actually mentally ill or not. But I can tell you that out psychiatric wards (at least here in Michigan) are filled with criminals...
