Finally, a clue that convinced me where the statue is!! I could guess that it had to be Greece because of the Truman Doctrine, but wasn't sure. Hooty the Owl did nothing for me until you posted the Euro (and I remembered my Greek alphabet from sororities and fraternities).

My answer is Greece, and probably Athens?

Very good thinking, Laurie. You are correct! The owl is a symbol of wisdom and a symbol of the city of Athens in ancient Greece - capital of "wisdom" (philosophy, science and arts) in those days.
