"Congress passed an Act approving payment for the rewards of Booth and others, but not for Jefferson Davis, on July 28, 1866. These payments did not follow all of the the [sic] Reward Commission recommendations.
"The War Department issued an additional report for the Capture of Jefferson Davis on January 31, 1868.
"Congress finally passed an Act approving the payment of the rewards for capturing Jefferson Davis on July 17, 1868."

i have known both for over 25 years, and they were working on the subject when we first made contact. The work that has been done in the Lincoln assassination field over the past 50-60 years - much of it by people who are not historians by profession -- has been phenomenal. Many who are historians by training and profession should thank their lucky stars for the work that many "amateurs" have done.

Anybody know when the conspirators who were not hanged were pardoned? by whom? for what reason?

1869 via Presidential Pardon from Andrew Johnson. Dr. Mudd's pardon came as a result of the prisoners and guards at Ft. Jefferson pleading on behalf of his humanitarian actions during the yellow fever outbreak there. I suspect that President Johnson was also tired of hearing pleas from Mrs. Mudd. He also did it as a snub to the Radicals, who were irritating him a bit. The pardon had nothing to do with Johnson considering his guilt or innocence in the assassination conspiracy. At least one other judge had weighed in keeping Mudd incarcerated before the pardon even appeared on the "docket."

Samuel Arnold and Edman Spangler were sort of freed as part of the deal. Michael O'Laughlen had died in prison. John Surratt's judgment was made in the courts before Johnson issued his pardon of the others. There really was no final judgment. The gov't just decided to declare any further attempts to try him as "nolle process."

I knew about the Mudd deal. It was the justification Johnson used (if any) to pardon Spangler and Arnold. There was a lot of fur flying at the time and the timing of the pardon (March 1) was just before Grant's inauguration.
