My first instinct was frozen Niagara Falls, which I think the Lincolns visited, but not in winter? Second instinct is a distant memory of some great winter snow in the Midwest in the 1800s?

Brilliant ideas, Joe, but kudos again to Laurie, your intial guess was correct, it's the Niagara Falls that Abraham Lincoln visited extensively in 1848. And I'm afraid he was incorrect as for "never froze" (last passage):

I'm going to disagree and say that it is a grizzly bear as depicted on the California state flag, which was designed by a member of the Todd family (as in MTL). It also has some kind of history with a revolt, but I can't remember the details.
