I once did an article for the Surratt Courier on tattoos of the time period, and they were very popular throughout most of the 19th century. They just weren't so blatantly displayed as they are today.

I wonder if the addition of stars around a second rendition of his initials might symbolize the Confederate stars used in their variety of flags and banners. I also think that Charles Dawson had ample opportunity to see Booth's original tattoo several times a day whenever Booth was in DC. He probably saw it more than sister Asia at that stage of Booth's life.

Interesting in the PS...have any of the letters Bates sent to Rev. Richard Garrett as he mentions therein surfaced?
