The NYPL stopped trying to develop its Brooklyn Daily Eagle database and licensed out their holdings to newspapers.com. The NYPL website has a link to search page where one can search for words and images of the Eagle without a newspapers.com account for free:

As for the lack of proximity searches, I try to get around that by looking for multiple search terms at once and restricting the dates of my searches to make the search results more manageable.
