Is the tree directly related to the Lincolns? Whatever re-enactment, they are brave to have the candles lit (I can't tell if real or electric).

This is an outstanding guess, Roger, and, kudos, this was supposed to be during in Atlanta during the CW! Your terrific guess scores in any case because this is the key, yet the specification is still to be found out
