Hi John,
I was looking through the link you provided and found a reference to Doherty. It seems he contracted with the government to supply headstones to replace wood markers in Civil War cemeteries. The government rejected his markers and Doherty may have dumped the markers in Fredericksburg. They have recently been turning up in people's yards.
