I agree that Lincoln "essentially agreed with Congress' strict Military Reconstruction objectives'. The question is whether he had the persuasive powers to calm the South before easing off on military rule. Having a self-righteous Southern Democrat (Johnson) in charge was a disaster from the start. If Lincoln could have done so in the small window available in 1865, would we have needed the 14th and 15th amendment?
