I believe the "most important person in Lincoln's administration" was Secretary of State Seward.

For his objection statement alone when President Lincoln first announced to the Cabinet his plan to announce the Emancipation Proclamation, he should have this honor.

I also think that two were philosophically matched and communicated very well with one another.

And, Seward's diplomatic diplomacy was of indispensable importance to President Lincoln.
