Gene, he was very much involved in providing advice to the federal government service during the Civil War.
It may help to say that he was opposed to the British free-trade system. Before the Civil War he worked as a journalist. On the same newspaper was a journalist of foreign extraction ... he and the person in the picture had conflicting opinions but there was some mutual respect. Maybe ... you could guess that 'word' I was interested in. The word that is appearing in the financial headlines.
