Guess I will go ahead and call this. The answer is George Grey Barnard, whose statue of Lincoln was loudly criticized by, among others, Robert Todd Lincoln. It had worldwide ramifications, given that two of the statues are in the United States, and one is in Manchester, England. It was RTL who said that he believed Barnard had "a screw loose." Markham, in addition to Tarbell, wrote an article defending Barnard.
