Doing some more checking online, I see a letter from
Abraham Lincoln TO Joseph Lemen, Sept 8 1860

Apparently the candidate (not elected anything, yet) Lincoln has hired John Nicolay as secretary answering letters and telling Joseph Lemen basically that Lincoln is not answering new questions on his positions.
