As I understand it, the 1915 Supreme Court decision in Burdick v. United States means a pardon carries an 'imputation of guilt', and accepting a pardon is 'an admission of guilt'.
Obviously this ruling came almost 50 years after Mudd's pardon. I am guessing Mudd's acceptance of Johnson's pardon was not seen as an admission of guilt. |
