Things were different in those days. Lincoln was elected to the 30th Congress on August 3, 1846. The 30th Congress convened at noon on December 6, 1847. On that day Lincoln voted for Robert C. Winthrop (of Massachusetts) for Speaker, and Winthrop was elected on the third ballot.

Two instances come to mind from what I'm reading (one word is not clear - "stationed?"): Could this describe Lincoln's First Inaugural protection? Or, does it describe the amount of soldiers who were billeted within the Capitol itself during the first days of the war in preparation for the assault that they were sure would come from the Confederates?
