Who made this observation about Lincoln?

"He didn't wear clothes. Rather, clothes hung upon him as if on a rack to dry, or on a loose ladder up a wind-swept chimney. He had clothes to keep the chill or the sun off. His clothes seemed to whisper, 'He put us on when he was thinking about something else.' The stovepipe hat sort of whistled softly: 'I am not a hat at all; I am the little garret roof where he tucks in little thoughts he writes on pieces of paper'."

I believe Lincoln was accompanied by General Grant on that occasion. But, I don't know the answers to the other questions; unless John Wilkes Booth played a starring role.
