Brilliant, Gene! Yes, it is one of President John Tyler's two living grandsons. Harrison Ruffin Tyler was born in 1928. (In the question I used a somewhat blurry photo to make it a challenge to Google.)

Is it a painting on the floor/ground, or on a house wall? Looks like a church by some impressionist or naive artist, like Macke, Matisse or Gaugin.

The tile came from the floor of a building in Washington, but it was not a church.
