I've consulted my trusted copy of Kathleen Brady's biography of Tarbell, which I bought to help me with Tough Tarbell trivia; and I think I might have the answer. Is it the Bonta House Hotel? Tarbell's family bought the hotel to use its materials to build their house. The building in the photograph seems to match Brady's description of the hotel.

Of what was Tarbell talking about when she wrote "A man who buys a ticket in a lottery must not complain if he doesn't draw the lucky number. There were some who drew lucky numbers...there were more who did not."

Possibly a reference to Stephen Douglas in the 1860 Presidential election. Lincoln drew the lucky number because his opponents were split. Douglas did not draw a lucky number as the Democrats were divided allowing Lincoln an easy path to victory.
