It is not known when the photo was taken, since Hinckley arrived in Washington DC the day before he shot Reagan. Hinckley had made several trips to our Nation's Capital before the assassination attempt. A postcard of Reagan to Jodie Foster dated 2/15/81 was likely bought at one of them Souvenir stores in DC, but that too is unknown. What is known is Hinckley had a room at a hotel near the White House (The defunct Park City Hotel if I'm not mistaken) and had an Egg McMuffin at a McDonald's on K Street the morning of the attempt.

I have no idea. It looks like it might be wood. And William S. Wood was the Commissioner of Public Buildings for a time in the 1860s. So does it possibly have to do with William S. Wood?
