That looks similar to Vinnie Ream's statue of Lincoln (pose, etc.). But that statue is inside in the US Capitol. There is a copy of Ream's statue in Galesburg, IL (I don't remember who made the copy). It's just outside the train station. I visited it several years ago. Seeing as how Galesburg is also Sandburg country (in addition to being the site of the 5th Lincoln-Douglas debate), that would be my guess.
