Both answers are incorrect.

Our author " was an American politician, newspaper editor, and writer from Pennsylvania. No Roger, this person was 17 years older than Jean Monnet.

The person who said the words was defending himself from criticism. He spoke in English . Those that were criticising him also spoke English most of the time during the debate , but sometimes chose to speak in another language.

The man talking admired, at one stage, the Austrian-Hungarian style of government. The " our President " that he was talking about was not a formally recognised President when he visited the United States.
