I Googled Ida McKinley, but I didn't see a good rememblence in any of her photo's I found.

I used my knowledge of clothing styles to try and figure it out. The first photo's neckline gave me some hints (as did the tinting of the cheeks) that led me to think late-1860s. The second photo's dress style was a dead giveaway as to being ca. 1860. Combining the two guesses put me in the 1870 range, and I started from there.

I cheated! However, from what I read on several sites, the President was Cowboy Calvin Coolidge - and he supposedly wore only underwear and a cowboy hat while "exercising" on his version of a mechanical bull. I was surprised at how many Commander-in-Chiefs have had "cowboy fetishes."
