Well, Eva, this is a tough one to try to figure out. But, based on all you've said in the clues, I now have a new guess. In 1865 Samuel Mudd, Michael O'Laughlen, Samuel Arnold, and Ned Spangler were originally told they would serve their sentences at the federal penitentiary in Albany, New York. But their place of imprisonment was switched to Fort Jefferson.
So I will say this is the Albany prison.

...states that "a friend wrote to Mudd's daughter that 'He is doing a great deal better than he would have done at Albany'" - exactly my thoughts!!! Better climate (IMO), rarely cold, and at least before his unsuccessful attempt to escape he and his three fellow conspirators were allowed to room freely on the island. Thus to see grass, trees, birds, fish, the sun, and the turquoise sea instead of only grey prison walls and yards. There was also a library, and perhaps they were also allowed to occasionally go swimming... I would 100% have prefered this to imprisonment in Albany!!!
