Hint #1: After Booth shot Lincoln this gentleman made stops at Ford's Theatre, the Seward home, and the White House.

Hint #2: He was the "middleman" on something.
Hint #3: He is in Ed Steers' encyclopedia but a different photo is used.
I had to pull out my encyclopedia, and then I gave our man of mystery the ol' yahoo to see if I got it right.
