Yes. In 1799 Abigail Adams wrote a letter to her friend, Elizabeth Shaw Peabody. She included the above-mentioned-quote in the letter.

She was from the guerilla war area of Missouri, where Quantrill's raiders and Jesse James operated.

The Union army was not to kind to southern sympathisers in this area.

Bill got it. It was Grant. I would have said Teddy Roosevelt myself, but Grant signed the legislation in 1872 that made Yellowstone the first.
