I have found the details of Kensey Stewarts "Morality" problem. It also explains why Lee and Davis would not recommend for anyone to join him on the mission to Elmira. Stewart admitted that HE COULD NOT TELL A LIE - FOR ANY REASON. Thus, if he was stopped by a
Federal Agent - he would not attempt to conceal his true mission.
