Hi, and welcome to the forum.
I'm just curious as to whether or not you've contacted each facility to see if they are able to scan or copy the material you need? Given the limited staff that are on most campuses, I'm not sure that they are equipped to do this, but if you haven't then it's something you might explore. Also, since there are some students who have returned, maybe contact the history departments to see if they know of any students who would serve as a researcher for a fee. Hope this helps.
