I'd agree that there is now an "effective procedure of checking the chambers and barrels of the soldiers' weapons" after an unauthorized shot (for example during target/shooting practice or following an accidental shooting).
Can this be said to be a 'long-recognized ' procedure? Yes (IMO), I'd agree. It is now. But was it a long-recognized procedure in 1865? Perhaps Mike can give us some confirmation. As to what occurred after Booth (or whoever) was shot in the barn, I always assumed that an officer shouted something like "What ??? Who the *#%& !!! fired ???" and Corbett said that it was he. But now, Mike tells me that "Conger, Baker, and Doherty" ... "merely asked each man if he had fired the shot".
