It is to do with something that Robert Peel introduced when he was Prime Minister. At that time his surname was associated with the innovation.
Another hint (because I've been sleeping) ... Lincoln and this man were once on opposite sides of a fairly memorable legal case. ( I believe that Lincoln didnt get paid for his work).
