Just to add to what Fred wrote.
O'Beirne received his part of the reward because it was the report of his men in the field that two men crossed the Potomac that Lafayette Baker overheard. From that bit of intelligence, Baker sent Conger, Byron Baker and the rest of the 16th New York on the pursuit, even though the two men crossing the Potomac were not Booth and Herold.
