I think poor Louis just couldn't put all the pieces together untill the end and he had a hard time believing Mrs Surratt was really in as deep as she was. (because he didn't want to believe it) Fortunately, there were some helpfull federal authorities who were willing to "enlighten" him. Sometimes its hard to figure out what's going on when you are on the inside looking out, compared to being on the outside, looking in.
