I don't think there's anything out there because I believe the 10 percent plan was what Lincoln would have started with. As for Congress, the Wade-Davis bill would have been the likely starting point since it enjoyed fairly broad support in the legislature. I don't have Eric Foner's book in front of me, so I'm not 100 percent sure there weren't other options discussed. When I got home I'll check.
