Both answers are incorrect.
Our author " was an American politician, newspaper editor, and writer from Pennsylvania. He served as a Republican member of the Pennsylvania House of Representatives from 1858 to 1859 and 1865 to 1866 as well as a member of the Pennsylvania State Senate for the 18th district in 1861 and the 4th district from 1873 to 1874." (from Wikipedia) So when is this "Old Enough To Know Better" supposed to kick in? |

No Roger, this person was 17 years older than Jean Monnet.
The person who said the words was defending himself from criticism. He spoke in English . Those that were criticising him also spoke English most of the time during the debate , but sometimes chose to speak in another language.
